In order to create a safe and orderly travel environment for the vast number of passengers, recently, the national railway public security
organs launched special actions to concentrate on the prominent public security problems that
disrupt the order of railway stations, such as “hegemony”, “blocking the door” and “forcing the station”.
Recently, local railway public security organs have strengthened the rectification of such prominent
problems as “hegemony”. On December 1, 2018, on the G170 train, a drunk woman forcibly occupied other people’s seats and abused staff
and other passengers. Subsequently, the Beijing Railway Public Security Bureau immediately contacted and coordinated with the Shanghai Railway
Public Security Bureau for proper disposal. The Nanjing Railway Public Security Bureau took the woman off the train at Nanjing South
Railway Station, gave her administrative detention for 7 days according to law, and notified the railway credit information system.
On December 8, 2018, on the Z25 train from Wuchang to the south of Shanghai, another man named
“Bapu” appeared. When the man arrived at the station, Bapu refused to get off the sleeping car, refusing to pay tickets, and his attitude was bad.
The man’s behavior seriously disturbed the normal order and was detained by Wuhan Railway Police according to law.
On December 14, 2018, on K7426 train, a woman held a ticket for carriage 4, but forcibly occupied three
seats in carriage 3, which prevented three passengers from taking their seats.
After being persuaded and educated by the conductor and the police, the woman still refused to give up
her seat. Subsequently, the police of Jilin Railway Public Security Department forced him to leave his
seat. The hegemonic woman was sentenced to administrative detention for five days.
Since the launching of the special operation of centralized renovation, the railway police have investigated and dealt with 2856 cases of illegal
and disorderly acts. 452 people have been detained by the railway police according to law for disrupting the order of railway stations and trains such as “hegemony”.
In view of the hot issues of social concern such as “hegemony seat” and “hegemony shop”, the Railway Public
Security Bureau has recently formulated and promulgated “Guidelines for Common Police Disposal of Passenger Trains” by organizing public
security and legal departments. The Guidelines have been issued to 18 Railway Public Security Bureau to provide guidance for
standardizing the police disposal of trains. At the same time, the police should be organized to enter the station and carriage, publicize
relevant laws and regulations through train broadcasting and issuing information, so as to enhance the legal awareness and safety awareness of the vast number of passengers.
